Mr. Secretary Stanhope cannot agree with the contention that the War Department should pay for the cost of the new buildings for the Quarantine Hulk as well as Lazaretto buildings in Stonecutters Island, on the grounds that the Colony will be worse off now than it would have been in 1883, (when the Lazaretto was built) had the Island then been required for Military purposes.
The Secretary of State for War is however, prepared - subject to the approval of Her Majesty's Treasury - to pay out of Army Funds the Sum of $20,000, which represents the cost of the buildings which the Colonial Government has erected for the Lord's Commissioners.
